Music Skills and provo ect

I made a 120 music 120 prov 110 peacer.
I dont rilly seem to have any luck provoking onto boss's it just says I have no chance of provokeing those 2 creatures.
lurge, Swoop Virulent ect Spite and even elite ninja's i cant prov onto anything or each other?
Is this a glitch or a way to nerf the shit out of muso's?

Runuo's barding is outdated and does not incorporate OSI's barding difficulty and instead uses a generic formula. It's one of the stages during the revamp to update the bard system to use barding difficulty as it does on OSI.

Right now the formula can be unpredictable so there are some monsters that are too easy to bard and some that are too hard to bard. Some of the barding skills, such as discordance, are also missing a few details to them (Such as reducing barding difficulty) which will also be updated.
